Format question?

When you click on the icon to list the various topics there is a cicle to the far left with what looks to be small lines like text in it. Now sometimes these are red in color and others are green. I haven't a clue as to why but beyond that some appear that they are in motion like a scroll. Does anyone have any idea. Or have I been in the XXX jug again.

OK, I think the red circle contains posts I haven't read yet but I'm still puzzeled over the scrolling motion.
