Celtics Interested In Kendall Marshall

The Boston Celtics are interested in Kendall Marshall, who was waived after he was traded by the Phoenix Suns to the Washington Wizards.
Marshall is a pass-first point guard that struggled in the Suns' system as a rookie.
The Celtics, however, do not want to be pushed above the luxury tax to become a repeat offender.

Bogans & Brooks.. Sounds like a fair trade to me.
Boston can shed extra SGs and some cap room, and in the process they get a PG.

Boston could do a sign-and-trade, but it would have to be with Phoenix, since under the new CBA you can only do sign-and-trades if the player was on your roster at the end of last season. He was a Sun last season.
Now that Gortat is gone, I'm not sure who I'd want from them, much less what they'd want from us.

Phoenix has no rights to Kendall Marshall.
They traded him to Washington and he was released.
You can do a sign and trade with a player who was on your team last season and is unsigned.
Kendall is on the books and getting paid by Washington this season.

Isn't sign-and-trade what the Celtics would want? Considering they want to stay out of the luxury tax, don't they need to send at least one player (and his contract) to Washington?
Based on what has transpired so far, the coaches seem to have little faith in Pressey, which is curious. If there's any truth behind the Kendall Marshall rumor, they must think he's a significant upgrade over Pressey.

He is taller 6'4" vs 5'10" plus he has NBA experience under him.
But I like the kid Pressey...........It will be interesting to see if he gets a shot to night.

Also, sign and trades can only be completed before the season starts.
#89 in the NBA CBA FAQ:
•The trade must be completed prior to the first game of the regular season (sign-and-trades are not allowed once the season begins).

Thanks, TJ. So how can they pull this off so that they shed someone else's contract? Or do they just have to take on his contract and figure out another deal to lower their team salary?

Boston will not go over the luxury tax line to sign Kendall Marshall.
He is out of the league because he's not a very good player.
In order for Boston to sign another player and stay under the luxury tax line, they could free up some salary by trading maybe Brooks or Pressey to a team under the salary cap.
They could even pay some of their salary as they did when they traded Fab Melo.
Boston paid Fab's full season salary plus about $300k more just to get him off the payroll for luxury tax purposes.
