That's a good interview to listen to. It explains a lot about recent events. It also leaves many questions unanswered as to the fact that the exact road forward has so many twists and turns, it is impossible to predict anything.
Danny's "plan" is more of a process. Draft players, develop them and then see how they can be kept onboard or traded in the future. If you are looking for a step A, which leads to step B, which leads to step C, etc., you are not going to get it, because that is not how it works.

The "process" essentially amounts to how well Ainge can draft over the next 4 years. Is he going to build an actual lasting core, or will there be 6 new players on the team every year?

And, if any player he drafts in year one is really good enough to be a true impact player, will his agent perform larceny on the Celtics when his rookie contract is up?
This is why I don't like particularly like extended rebuild plans. Things can happen during or even after the rebuild of the rebuild that render the direction of the rebuild less positive. Things like constantly adding and subtracting players to create long-term discontinuity; injuries; trade demands; draft busts; etc.

Back to the point Danny made about "draft picks are always tradeable" it isn't just how well Danny drafts but how well every other GM in the league thinks they draft.
Danny is converting assets into cash. That's how I interpret that statement. Draft picks are like cash, you can use them anywhere. No matter where you pick, a GM will see a player on the board they like that fills a need for a bargain basement price. Players, however, fit a specific need and no other. If you need a point guard, then trading for Bass doesn't make sense but if you have the #14 pick, you can get a decent, or even very good, point guard.
