Owners Want To Revisit Lottery Issue In Holistic Way

The NBA Board of Governors discussed the practice of teams who are out of playoff contention resting players that is perceived as both developing younger players yet also trying to improve their lottery position.
"I think that is also a serious issue for the league," said Adam Silver. "It’s not a new issue, and the league, sometimes there are other advantages to that end-of-season resting. Sometimes there are opportunities to give other players on the roster additional minutes. But there’s no question there’s also a certain amount of jockeying that’s going on there as teams look to go into the draft.
"I think that the larger subject of the lottery, the odds for the lottery, how so-called lottery picks are protected, in certain cases you have lottery picks 1 through 3 protected. That is something that we discussed at our board meeting and agreed that we need to revisit it in a holistic way."
This season, the Los Angeles Lakers are in a position where they will lose their pick this year and in 2019 if their selection falls out of the top-3.

MY NOTE: I'd love for them to do something about this but I don't know how. Insist that teams who are not currently playoff-bound MUST play their stars and veterans? Huh? I just don't know how this could work, but by all means take a swing at it...
I have NO idea what Jeannie Buss is holding in her hand, but it sure isn't a pingpong ball. Is she doing an advertisement in LA for hazelnuts? I also don't know why they singled out the Lakers. The Lakers had reasons to tank, as they cited, but they won enough games to now have a Magic Elimination Number of 2 vs Phoenix for the #2 worst record. Any combination of Laker wins or Phoenix losses totaling 2 and the Lakers end up with the 3rd worst record in the league and that increases their odds of getting the #4 or #5 pick, which would go to Philly. If they ended up with the 2nd worst then they would be safer. Why not have a picture of Ryan McDonough, GM of Phoenix? He's just as guilty of tanking as the Lakers and he has a worse excuse than Jeannie since he'll get to keep his pick whether it's #3 or #5. Must have something to do with Jeannie being better looking.

I still favor worst record drafts first, just like most any other league.
Sure, you'll have the occasional tank job. You won't have a viable franchise if you do that often, so it's not going to be an ongoing thing with any one team.

I have spent many hours, over the last couple years, looking for a solution to this dilemma. It seems to me that the solution must center around a drawing where there are several ways that the final order of the draft can be determined - all with different results in the order that the teams select. I think that I have a solution to this tail end of the season tanking for draft reasons.
